The image uses 18 colours.

I think his feet and legs need a little more definition. I'm assuming he has slippers on and I can't really tell where they start with how light both the colors are, making it have the appearance that he has huge feet.

Another section where I can see a possible improvement would be on what appears to be the fur of the jacket.
This part:

At a smaller size, it's a bit harder to make out the wool from his teeth/face. Though it's possible, it's not very apparent right away. Perhaps if you added some shading into it, it'd help make it much more distinguishable.

One thing I would point out would be the outline of the character. Typically you don't let pixels create 90 degree angles on an outline. This is hard to explain, easier to show.

Added the shading you suggested but I don't know if that helps:

Fixed the outline according to what you said, (Or at least what i think you meant).
