This has been debated about since swoo.net, someone always suggests this. Although I think tutorials are a great idea if you follow the challenges and activities people create on this forum, that is hands down, the best way to practice/learn technique.

Maybe if you're looking for something specific, you should ask, people here are friendly and helpful for the most part.

well, they need to let people make more challenges/activities, or at least have a formal way to apply

There is a formal way to apply: send a suggestion (preferably well thought-out) to any daijin, and they will bring it up to the other elected officials.  If it's a good idea, it will probalby see the light of day in the Challenges and Activities section within a few weeks/months.  Or, if you feel like being somewhat rebellious, you could follow in the footsteps of Scuba Steve, Faktablad, and Pawidge and just post a thread in the General Discussion forum.
Always remember: a preposition is not something you should end a sentence with.

We're working out a way to deregulate the activity creation process so everyone can post one. On the face of it, the solution ought to be simple enough: just let anybody create an activity. I'm probably going to suggest a postcount prerequisite, so people with some experience and sense will have that ability. It's not a completely free-for-all thing, but hopefully people can see the wisdom in that.

I think a tutorial section would be pretty pointless. Not only does the aforementioned Tutorial thread have enough guides and tools to help practically anyone, but the post+critique process is much more efficient.

That plus what Gil & Indigo said.

SMF has Karma, you could always use that instead of a post count. Just a thought though :)
