work from reference wherever possible and try to look at how skeletal structures work. immediately noticeable is a lack of neck and no shoulder.

find a picture of someone lookimg the same way and try to replicate that.
PSA: use imgur

I often google images (i.e. reference for the things I'm trying to draw) before I even open up Photoshop to start pixelling. Currently, your form is really odd and not human-like (even though, yes, it's a cat).

This was the first image I saw when I googled 'slightly side-view person'.

As a beginner, I would recommend tracing it, but as you go on, try to imitate even with not tracing. This will train your muscle memory in the form and anatomy of the human body.

I feel that the dithering you're trying to do on the face, whether it be to add form or not, isn't entirely working.

It looks like you're trying to give it the look of an overlay on a comic strip. Maybe you are, but in my opinion it would look better if you used less of it, and tried shaping the shade to the face more before applying dithering between colours.
