I don't know how to do the arms but I will try.

That looks really weird tbh.
It's hard to crit straight off the gif how u have it.
Firstly try having him stay still so it loops instead of moving and resetting.
Then try following this tutorial (thanks Telek) and see how y go.

since ur way off that reference (ur front foot never even goes forward and he doesnt bob up and down) I suggest cheating by reducing the reference to a stick figure with bright red foot for the one closer to us and a dark red for one further away.
do the same with the hands but use blue.
leave the rest of the figure in black.

with only this information u should have a convincing impression of someone walking.
Until u get the hang of those basics its completely pointless adding more detail since it will only slow u down and make u hesitate making corrections (because u have to change so much for a tiny change).

I suggest building that base first, save it at that point for future reference and post it here.

Also make ur background grey 50% brightness to get good colour balance. its not good to work against black/white/pink/transparent etc.
