Can you make one (unpaid)
The scheme is Windows:
For a site named Stick Em Up There, for window stickers im making,
It needs an enter page (preferbly a window or summit)
Then the inside whatever, Colour schemes, anything.

edit: i find this humorous because he is essentially trying to be cool and make a challenge out of this and get out of having to do it himself, but nobody wants to make a layout for someone else. i crown you Br3ttieBoi the ultimate in lazy.

The contest sounds pretty vague and unmotivating in my opinion.
Sounds like a job more than a competition, and it's aim is for you to get something free out of other's efforts, which seems lame considering how you are going about it.
Maybe you should raise some money, and then you'd atleast be able to pay people for their work.
