First thing off

About your art

It seems like you've saved this as a .GIF in a program that doesn't translate it very well. I would suggest you either save it in a program that supports it. Or you can just make it a .PNG.
Can't really give you much critique as it is now.

As for your technique I would get rid of the dithering in a big piece like this. It's most used as a way to merge two colours (When you have a colour restriction for example) or when you shade a small piece of art. Of course it can be an issue of style but it can be hard to master and it often comes easier when you stand on more solid ground when it comes to shading.
