Bad arrangement of clusters I would say. As in overly horizontal or vertical repetition of edges.
There are no ugly colours, only ugly combinations of colours.

what I mean is that the picture seems to be made of hundreds on tiles (of different sizes and shapes) which don't border/overlap seamlessly.
Here are a few (but there are tens/hundreds more):

Ahh I see them now. Yep. Weird, how on earth did all those strange 90 degree edges get in there. Have never noticed that in any other PA before.

Aside from the small mistakes made (most pointed out by the P.R.O.s here) this piece of work is amazing. Great work. I like the design style of this. Things should improve once you fix these small issues.

I really don't think you should fall into the trap of over-working this, you've emulated the atmpsphere beautifully.

My only niggle would be the sharp absense of green directly behind the foreground dropping straight into a primarily purpley/blue background, it seems slightly detatched to me. I think there should be more of a transition but I understand for the purpose of a game the distinction is needed.

Good work, I really commend the patience.
I've not got anything interesting to type here..
