Edited the hair, and added some more details to the face, mainly the ear.

Drop the ear down, the bottom of the ear should be just underneath noise. The (bangs?) should also come down a little, and of course, should be covering most of the ear.

Nah, I'm not following any color limits as this is my first attempt.
Is there any specific reason why not to use dithering? I've seen many portraits that make use of dithering.

Your shading is way too subtle, and that's just not how pixel art rolls. Make use of chiaroscuro and it'll look much better. :)
