First, just forget about dithering for now.  People assume its an integral part of pixel art but it isnt.  It came about as a way to create inbetween colors on old computers that couldnt display alot of colors.  It can also be used for texture.  Theres nothing wrong with using dithering, its just, not a requirment.

Big problem with your colors is each thing feels totally seperate.  Grass is green, mountains blue, sky purple, sun orange.  The image will look more cohesive if you bring all the colors into each thing.  This doesnt mean that you need to take the exact blue from the mountain and put it in the grass, but maybe shifting the shadows towards blue and the highlights towards orange will help things out.

the yellow/blue example illustrates that pretty well.
Not that your point doesnt stand anyways.  Main problem Im seeing is that the outline color used for the dark blue parts is nearly the same value as what its outlining, while it ought to be darker.

I think it looks a little strange cause its like shooting out puffs of steam.. I think the steam would be more continuous.  But I think the motion is done well, but maybe its a little too fast?  Just some ideas.

this might be too cartoony an idea for whatever youre going for, but the visor bouncing up and down as he runs would be cool little detail.  Looks good how it is though.

the AA colors are backwards in a couple spots.  make sure the darker AA color is always closer to the darker color youre AAing into.  You could probably make the lightest AA colors slightly lighter too.

Also, where the white curved line connects with where the line is straight, it looks a little jagged there.  I think the upper right hand corner of the paper looks a little rounded, where it should be a sharp corner.

And this is just my opinion on the design, but the way you increased the size of the blue block in the background makes the paper seem really tiny.  I think the size it was before was fine, and if youre going to increase the size of it the paper should scale with it accordingly.

I did an edit this morning but wound up not saving it, cause it basically soloved all your problems for you.  I think you should get rid of all the dithering, and add AA.  you can aa the lines on the paper, the outline of the paper (on the inside) and the part of the white line on the background shape where it curves.  I used 2 colors for AA and it worked pretty good.

lowered the arms.  I think its looking pretty good now.  This is for a commission, he asked for me to make the walk look pompous, this is a npc character.  Im going to send this to him now and see if this is the kind of walk he had in mind though.

EDIT: well I sent it to my boss and he thought it looked pompous.  If there are any other critiques though you can still say them.  Though now Im going to block out the walk cycles for the other required directions (cardinals and diagonals)

Thanks everyone for the critiques, I tried to incorporate and atleast try out everything suggested.

ok I did the arms more like that vince mcman walk, I also tried speeding it up just a little bit. Heres the old one sped up for better comparison too
