Your latest is very much improved.  My edit has only minor changes(mainly the hands and the snout and ear).  And as mentioned before, the forms are more important than any detail at this scale.  Good form conveys a lot of information.  Just play with it until it looks right is my best advice.  I guess what looks right takes practice(at least in my case I've found).

I notice you have a lot of frames.  You can get nice smooth movement with 8 frames...would save a lot of time when fleshing it out.

Rather than starting your rough animation using lines for all parts I would recommend starting with 7 balls/dots. The torso, the hips, the head, the hands, and the feet. You can just move those around easily frame to frame until you find the right motion.

This is a great idea!

I find pixel art that pops a bit more, more interesting.  Higher contrast, stronger shadows and well defined forms will help with that.
As MysteryMeat mentioned, the face could use the most work.

Made an edit on this guy.

I find I just have to play with the pixels til it looks right at this size.  Added 3 pixels to its height.
Note the added contrast as pistachio mentioned.
