I love the way this is going.
I think you should try adding a bit of blue in the dune shadow tint and make the whole dunes less saturated so the character is easier to spot.

Great improvement between first and latest version, it's good you got rid of the dithering. The ambient lighting works very well here I think.
Crits :
-it seems to me that his right eye is smaller than the left one.
-The blobs on his neck are really awkward. They almost evoke scales like one would draw on a dragon's neck (like this : http://home.att.net/~albino-rhino/S14RedDragonHitDoc.jpg , yellow bits).
EDIT : agree with below about the eyes. And teeth were sharper in #1 too.

It's quite cute but I think it would look better without the internal black outlines : try using colors that look more like the rest of your palette or no outlines at all.

'just dropping a line to say that Miyazaki-san's Ponyo on the cliff by the sea was released today in France and it's great ! Not on par with masterpieces like The Castle in The Sky or Mononoke Hime but still very worth being seen.

I totally support this website's concept. I think it's a shame how game makers pillage professionnal games to get some sprites and tiles, and you're offering a good alternative.

I think the swirly background distracts a lot and takes out focus from your piece.
You did well with the black silhouettes, but things end up confused and hard to read because of all the surrounding noise. I dont have much of a solution to offer but this background is a big letdown to my eyes.
