Personally, I don't see how having rules will really help a person create games. People know not to act like a tit, swearing in moderation should be perfectly fine, in my eyes. Most of the people I know that actually make games are the ones that don't have such strict boundaries imposed upon themselves. Myself included.
I suppose you might have a different perspective. Sure, I can see this being precautionary, but I wouldn't outright ban swearing. I would, however, warn anyone who crosses the boundaries and starts cussing in excess. I fail to see the how the usage of colloquial language and interjections have any adverse impact on one's ability to create games.
Making games simple require creativity and the smarts (not really even this oftentimes) to accomplish it, and the time to work on it. Nothing else is really necessary.
I can see the majority of you here see nothing wrong with swearing... that is why you are here I suppose, so that you can curse, swear, and do what you like. That is fine... by all means continue to do so. I'm not here to impose any restrictions on what you do here or anywhere else, but...

Sounds to me like his rules were to prevent people saying such as this. He's probably had some bad flaming experiences in the past, and his dedication to his hobby has pushed him to wanting to create a safe place to talk about pixel art with other artists. Personally, I don't see any need to swear when talking about pixels
