About tools : Everyone has his favorite, but the differences are minimal. I can additionally propose Pixothello, which should be one of the simplest ones.
About inspiration : See what games do. It's very easy to find screenshots of good games. At the moment I'm not sure if you mean an overworld map as in Super Mario "world map", or classic map of RPG like Zelda or Final Fantasy 6.
"How do I make tiles" is a very broad question. Do you mean how do you set up your programs to work with tiles? How do you place pixels onto a tile? How do you make sure the tiles tile seamlessly?
"Brush" means different things in different programs. In Photoshop, the Brush tool is anti-aliased, so you don't want to use it for Pixel Art. However, the Pencil tool gives you access to all the same tools as the Brush tool, but retains the aliased edge. In some programs, "Brush" is just the name used for their equivalent of the pencil tool, in some others it means yet other things.
