About your story of pixel art you have started with big things and i think you should start , not with big things but with small .I guess 13 or 14 days ago I started my pixel art in pixel social site http://pixeljoint.com/ with Weapon sprite (It was a hard one for me when i was starting , because of finding good program that fits me and trying to learn from videos on Youtube , but there many peoples were making sometime different things)

Hmmm soo maybe you can try to make an effect as the atomic cloud touches the ground and then goes on and then go up slowly disapeearing

About the "fart attack" I guess the cloud shouldn't he sticked like Atomic Bomb so try to cut it and make them flow up like a regular gas substance.

Hello there 
I'm new here as you to but I learned something about pixel art (not that much but I guess it could be useful for you) About the legs I don't know exactly what form you wanted to make (tip try to sketch it on paper or try with some layers on your Editor I'll show you some examples)
1. Sketch
2.Giving some colors, details and change of attitude
3.Some Extra things liek (guns,rings,magic stuffs or technology)
4. Finding Some things I didn't liked and trying to change it ! (in this sprite I've tried to change a Helmet + this rings)
5. Highlight,Shadows ring change and details

About those 1st 2 art. You should practice a little bit of shadows + figure because the 1st is a whale that 2nd is for me unknow. About 3rd art it's quite nice try to do a bigger Version with more details. The 4th art is pretty like wood and rock to, but the last art you should give him some shadows and light shade.
But about all those art I can say only 1 thing that you're doing pretty nice as New guest in Pixel art (I'm like you so yea)
Oh and do a PNG on Backgrounds because on Index it's hard to change colors for editors who want to change a little bit of those sprites ;3

About the sprites if i were you I could change this fire like how it grows and decreases. And this car remindes me the game called Hotline Miami Lovely car but I think you could give this car a some shadows ! , And this pet is nice one I don't know if I could even make it
I belive that this helmet will evolve to a Character ;3
