I took out the inside outlines, and used shading instead to define those shapes. Also used some colors in the palette to try and spice up the green areas with reflected light. Also, redrew the straps and belt.

That edit helped a lot I think. It looks like you have committed to placing the light source (rising sun) behind us, the viewers. It would also seem to be coming from the lower left. With this in mind, reconsider the shading on the large, cube-like rock in the foreground. It is receiving light on its top surface, but should be shaded more like the rectangular rock above it.

Grass and dirt = fun! Very detailed looking. Maybe consider a bit more top down perspective on the tree. It looks like a sidescroller object that got ported over to a top down tileset Also, cast shadow will help a lot.

Very clean looking. If there are going to be people in the city, maybe start by sketching some in first. This will give you a relative idea of the scale and resolution you will need. Personally I feel you are working at a very high resolution and scale. This would only be necessary if you were creating very detailed people. Otherwise, you could probably get better results by working with a smaller scale and pushing the limits of detail as low resolution as possible.

Cleaned up some void that was caught in the negative space too.
