Actually, you can clearly see the jpg compression blocks and the color bleeding introduced by bad jpg compression. This is a renamed jpg or a jpg recompressed into a png.

Yup. You're still using a lot of ditherings, and the reason for doing so evades my understanding...

It's JPEG compression, not dithering.
Please save pixel art using non destructive formats like gif or png, and upload them on sites like imgur. We can't really appreciate the pixels here.

It looks pretty solid and the line art is clean, however you should avoid putting too small details,
because it feels noisy instead of detailed, and you will lose the pixel art feel. If you take a look
example image you linked from Fool, a pixel art master, you will understand that the pixel art
feeling comes from small shapes carefully drawned by hand, and not pixel-sized noise to emulate
the rock texture.

Also, before detailing that much, you should think about the overall composition. No foreground
or human silhouette on the foreground ? What's in the background ? From where your light is coming.

The  biggest issue of your picture is the famous pillow shading. You shaded your shapes bright in the center
and darker near the strokes : It looks very flat and uninteresting. Try to make a choice with lighting. This is
like the "default mode" of any 3D software or like using a front flash for photography.

"unable to create shortcut"

Second error message :
"Window translucency is not supported in your system. Exiting."

Your specular is too thin & bright. It almost feels like vector art.
That's why they looks like glassy mushrooms. If you soften the
lighting and make the specular larger, it would feel more 'correct'.

Of course you can adapt the general concept to your cartoony style.

Of course, my lighting style is pretty realistic so usually it doesn't fit in the classic pixel art style.
It was just to give you an insight in the possibilities as you seemed stuck.

Anyway your edit is really better, but yes don't forget about the skin & hair. Also, a long shadow on the ground could be awesome given the interesting proportions of your characters.
