I don't understand the connection between tile size and screen aspect ratio.
If you are concerned with tile scaling or fitting whole tiles then you need to be considering the screen resolution, not the aspect ratio.

Making the game specific palette before you make the art is rather backward. Ideally you should develop the palette along with the art, continually adding to it and tweaking it as needed.

The palette image isn't indexed, has alpha and lots of extra colours hidden by transparency.

If you are going to be using it with lighting effects I'd suggest more contrast so details don't get lost with the post processing.

What manner of dystopia is it?
The healthy verdant green grass doesn't suggest the environmental wasteland that the glowing ooze does.

I'm sure that image has been downscaled with filtering.
You can see colour blending between elements of different layers.

  • Post clean pixels. If you must prescale it use nearest-neighbour sampling and an integer factor. Ideally don't prescale it as Pixelation has scaling built-in (click on an image and see).
  • Try and give your references when they are heavily influencing your work.
  • Do not trace someone else's art. Absolutely do not do so without declaring such. You are passing another's work off as your own. Tracing or copying isn't taking inspiration, it is just copying.

As this is traced from another's image, is line-art with flat colours taken straight from the source image and there is little in the way of pixel technique I don't see what C&C you could expect from this, or how it would be beneficial to you in any case.

Draw something yourself, from scratch (by all means look up references to see how elements are formed) and we will be able to give you meaningful C&C.

Temporarily set the black colour as the frame transparent colour.

I just don't know, would it not be better for gale to take a temp image of the last frame and "overlay" a fade of it onto the next frame rather then underlay it.. seems like that would be more useful.
Then you pollute the colours of the frame you are currently drawing.
Also it would not longer match the traditional meaning. Can't very well draw on a sheet while another sheet is on top of it.
An option to do so would be nice though.

well.. um.. if you are referring to the cross i painted to test the onionskin you can clearly see I did not use pure white, i used an off white well away from 255 255 255.

If you are not referring to the cross, then call me dumb as I still don't get this.
If the cross isn't transparent then where do you expect to see through to the other frames? Everything else is identical.
