In that sketch the forehead doesn't stick out at all.

When I see this I think of:

Not sure if that's the intention, I like your sketch a lot more.

More thoughts!

You already have dark colors that you use for breaking up the outlines.. Use those.
Or even black..

Love the look of this!

I think it's way too dark in some places, you should at least define the edges a bit. You could either brighten the top of the walls or the sides by adding torches in selective places, or something.

It's a bit like saying poop doesn't smell as bad when you're far away.
That's true, but it's still poop..

So yeah, I'd say it's relative, however you can still use banding if you want the blur.

I also wouldn't say stockings are matte, they have some sheen to them, or maybe I'm confusing it with their translucency.
But you wouldn't see strong pinpointed reflections like that.

Not sure how much sense this makes edit makes.
I think the bunny ears blended too much with the hair color so I made them white.

Pixel Art / Re: Help with 16x6 proportions and color pallet

Just draw the entire thing, it's not worth blocking out when it's 16x16 pixels.
It's not hard to fix the proportions afterwards.

But it is hard to comment on something like this when it's just blocks.
If you get stuck at this point, it seems like it's rather a problem with motivation.

The proportions are all really inconsistent..
Assuming the sight would be big enough for your eye and the trigger big enough for a finger, how would you grip that when it's so thick and has sharp edges.
It also needs to bend if it's a crossbow and how could you bend a thick wooden block like that?

These are practical things you need to consider when designing something like this.
Look at crossbow references and manuals explaining how crossbows function, that should give you lots of information to work with.

The body is way too square..
Also the jaw and chest blends together, you need to shade it so it's separated.
I also think it needs bigger ears.
