Dithering can create the illusion of a new color, usually you will use this to increase the ammount of colors that can be seen in an image without actually increasing the colour count. In your dithered circles the amount of colors that can be seen by the eye is still 3, which in my opinion makes the dithering a bit pointless (It is also reducing the contrast in your image compared to the cleanly shaded one).

The shape of the circles could be more rounded too ;O

Your AA is quite fine, all I'll crit is that you could have AA'd the against the outline in some parts.

Good job overall, keep training!

Perhaps you could make the wheels have a little bigger radius, that would let you show more detail in them while moving. Plus if its going to be moving in a medieval era geography it would probably have to go through some bumpy terrain.

Small dithering tip: Some of your colours are only used in 50% dither ( there is no solid patches of those colors ). When dithering most of the time the intention is to create the illusion of a colour in between the two used for dithering without the need of adding a new one to your pallete. So if your highlights are only used dithered then you may consider to just choose a colour between the dithered ones and create a solid patch.
Also remember the effect that dithering has on the material of the object, the stronger the dithering the less smooth the material will look.
I would say you shouldnt bother dithering until you have all the volumes defined with solid patches of colours, then use dithering just to blur the edges of those patches.

About the eye: Remember that the eye takes shadows and is lit in the same way as any other thing, exept it also has gloss. Its white, but not 100% white. Shade the eye like you would shade a sphere, then cast shadows onto it ( from the eyebrow thing maybe ). Then for the glossy effect add some reflections of bright things in the surroundings.

I have a small suggestion, the colour of the windows of your house shouldnt be light blue unless they were reflecting the sky. They should be some mix of the house interior colours and the grass in my opinion.

About adding textures: I think thats something you should decide, the piece is currently quite pretty but perhaps adding well made textures could make it into something very remarkable. It would also probably challenge you which can only lead to you improving your pixeling skills :)

I made a small edit that could happen to help:

I brought the ear closer to the eyes and tried to reduce the size of the head horizontally. I think the face is maybe too small for the apparent size of the skull.

I also darkened the skin between the eye and the eyebrows which hopefully moves the eyes a bit inside into the eyesockets.

I am not very good with faces or rendering volumes so take this advice lightly :P

I am not sure if your goal was to make the cliff shaped like the top trapezoid and to my eyes it looks like that. :[] Maybe if it that wasnt what you intended and I am not wrong in my interpretation this could help with the perspective :P

Another thing that is looking a bit weird to me is the shadow being drawn on top of that boulder close to the cliff:

To my eyes the left one makes the rocks look like painted on the floor.

It would be a honour if any of this suggestions helped you :)
