It's kind of odd because, among other things, the white 'shine' effect seems to suggest that the block is perfectly smooth, whereas the cracks suggest that it is not.

That is actually a pretty horrible guide, all things considered, as it does not take such things into account as the color limitations of the C64 or even it's actual resolution. The color restrictions and such are pretty specific, so I don't think there's any easy way to 'convert' an image. Even if you could, though, it wouldn't be real pixel art.
