You could improve the readability doing something like this

The detail in the ear grabs too much attention, and the fact that the face is covered doesn't help.
It took me more than usual to know what was going on :P

I at least read the image way easier with these two little changes.

The sword arm looks a bit tiny I think? Or is it because of the foreshortening. It's a tricky thing to do in pixel art.

Yeah I think it looks better now.
I can't avoid focusing my attention on the broken hair outlines but maybe I'm weird.

Check out Pixel Dailies on Twitter. There's a theme to paint every day and you can see how a lot of other people approach it.

Avoid separating each object with outlines. It takes space without giving any information and makes everything look detached from the surrounding objects (which can be useful sometimes I guess)

Reading this will help you:

Great animation! Rotating hands must be a pain.

It kind of looks like there is a yellow filter over it, except for the rocks, which also have a lot more contrast than the other stuff and it makes them look very shiny and a bit out of place. Specially the tiles.
The rocks in the water tiles look way better. Or at least more cohesive and less repetitive.

Yeah it happens to everyone xD

It would be better if you uploaded the images to imgur in original size and linked to them here so we can zoom in and out as we want (left click and shift+left click)

It looks pretty good but I'd recommend to avoid dithering at least until you're experienced and you know what you're doing.

Everything else looks more outlined and with more contrasting colors than the mermaid. Her shading is way softer and realistic than the other character and the tiles imo.

The weird thing about the portrait is that it looks more cartoony than the sprites and it's usually the opposite? Not a big problem for me anyways.
