I'm a bit confused, do you want to make the window a bit smoother? If so why not use the colour you've already used on the side of the building?

good work on shadowing underneath the hat, however not sure why the lower quarter of his hair is in shadow.

perhaps reduce how much of the sunglasses you can see. sunglasses point straight ahead on a person and you would only see a small portion of the lens from a side on view

agreed, the shift in hue and saturation draws the attention to the front because it is the richest in colour.

the details on the buildings make a huge difference. what I thought was a shaft of light is now two buildings.

great touch with the lights, it wouldn't be a perfect white when it hits the people, nor would it be a perfect white coming out, trying shifting it towards a cool or warm colour (depending on the age of the car)
*I had a go tweaking the lights around and I couldn't find any colours that worked well, still a thought though*

added in a few things, window details, gaps between buildings, tubing to the neon lights (maybe have one of the glow?)

the only problems per say I can find in this are perhaps the water is a bit dull, the tree a bit cubed and the path just stops (although you probably haven't finished the tileset)

this looks like a mountainous area barren place, so have the backdrop resemble that

huge improvement from your first tree, try using some more of that lighter colour to show the sun shining on the outer leaves (make sure you pick a direction it is coming from)

good to see you're still going at it, your first guy looks much better now. might I suggest that you pull his hat down a bit to make it more pointed?

on top of what bloom stated, some of your characters need more contrast between their skin and their clothing. perhaps just increasing the saturation on the skin colour might help.

your golem could be more jagged like a rock, at the moment he is very flat and smooth

instead of using black lines all through her hair, you should use darker and lighter blues to shadow and highlight her hair.

the gun could use some improvement as well. guns aren't a gradient of one colour to another, they are made up of lots of individual pieces: primarily the barrel, slider and grip.
