Sorry to be the bearer of bad news, but the amount you're offering is massively under what someone needs for that amount of work.

40 animations for 10 characters at an average of 15 frames per animation is 6000 individual frames.
At the very least I would expect to pay $50 for a single frame in the style of Street Fighter Third Strike, but realistically it would be closer to $100 if I wanted it to have the same level of polish.

Your budget should really be in the range of $300,000-$600,000

I would suggest cutting down the scope of the project, less characters, less animations and less frames.
Or find a less detailed art style.

Having spent several years as a freelancer I have worked on many different projects, in several different roles, ranging from F2P mobile games through to RPGs. I like to think of myself as a dedicated game maker, whatever the role Im in, and I strive to expand my skill set whenever time allows me. In the past I have self-taught myself how to use Photoshop and various document/asset sharing applications to suit the needs of whoever Im currently working for.
Im currently in the process of teaching myself how to use Blender for 3D asset creation.

Hey people,

I'm looking for a decent sprite artist within my price range that is capable of creating animated sprites for human and animal NPCs at a rough estimate of 4-6 frames per animation.

The sprites themselves are 32x32 (Give or take. Some larger some smaller), at at a top down Zelda style perspective and will need to match existing art.

More information can be given on request.

I wouldn't say my budget is industry standard but I'm more than happy to pay for good, consistent and reliable artists. As there is the potential for on going work in the future (I have a lot of projects on the go and I often contact people to help get projects out the door).

Could I ask if there is a reason for US applicants only? Or is it just a personal preference?
I've worked on plenty of international teams and it hasn't bern an issue.
