A good site with pixel art tutorials is st0ven's site: http://www.spriteart.com. The best way to learn pixel art is probably to study the masters, try to copy their techniques.

 Hehe, I think you should look at the name of this board and guess what's it all about. Post work only and get crits. You might wanna go to the general discussion, not here. Post work and get crits is the way most of us learn pixel art here. Anyway, here are some links to some tutorials:
