It's supposed to be a Nazi soldier, but not exactly, sorta, kinda.
Is this a good start? I need some help with the 'skirt' part, unless you think it already looks good.

Nazi uniforms are grey I do believe. May be wrong but I am pretty sure they are grey.

The uniforms are a sort of drab olive-khaki. See here for a reference: http://www.replicaters.com/naziuniforms.html (http://www.replicaters.com/naziuniforms.html) Look at the NSDAP uniform, which is the most recognizable and has the skirt.
The really distinctive thing about the uniform is the red armband; without that, the uniform is similar to other uniforms of the era.
Two other comments: Your guy is wearing short boots, but the Nazi boots came all the way up to the knee; he also seems to be wearing a gas mask and helmet. Right now, with the monotone grey, he looks sort of like an Imperial Stormtrooper in the shadow.

I was gonna add the armband in later, once i get a final pallete, also i tried to make it more gree, but i just can't get it right, you're right about the boots and the helmet, but i'm pretty sure i got the gasmask right, i know becuase i own an actual one.
