I like the characters design, its cute :P

But the spike hair is a random mess, Id suggest sorting it out a bit more. Also, the character is one pixel too short, and five pixels too wide to fit the nes restrictions. Just make the scarf shorter, and increase his legs by a pixel. His suit is lined funny, it looks like you tried to give him shorts while hes wearing a snow suit.

Not really working with the NES restrictions, just the pallet.

But I do like the scarf shorter, and his hair is more orderly.

I think adding some knee bending, or knees for that matter, would help.
