I don't know what it is, but it looks very stylish and cool. 8)
However, I can definitely say that on my laptop moniter, I can barely see the... uh... thing. Lower the luminosity and increase contrast please. Also, the part where the face touches that green rectangle isn't very smooth, so use some AA colors from the finger or make the rectangle smaller. I like the wrinkles and the shiny bald head effect. :)

Obscure, yes. Ugly, well, no (but so bright I'm going blind  :-\).

Added the AA to that.
However, the harshness of the low contrast + the high contrast is what I like about this piece. If I darkened it and added more contrast, it just wouldn't be the same!

Actually I love this piece in all it's obscurity. The knuckles annoy me a little though just to the right of the elongated finger - hey are too square compared to the smooth roundness of the rest of him and destroy the contrast of smooth  low-contrast character on top of the squared high-contrast background. I particularly like the little white squares that seem to sparkle of his finger akin to a light bulb over a characters head.
