Title: Question: how do people go about creating background tiles

Hey. I was wondering how different people go about making background or item tiles for games mainly with rpgs in mind. Personally I'm new to making background tiles and am having a hard time figuring things out myself.  If any one can help me out or link me to a place to find out more information. I'd appreciate it.
