Updated first post

The shading on the clothes seems a little bland and systematic. You could try huge shifting, or even give the clothes some sort of texture to make it look less saturated. The design and volume is pretty much dead on, the palette is really all i can see that needs improvement.

Rat tails are heavy chunks of flesh, they wouldn't blow as you have them pictured. They are also hairy and have a slightly ribbed look.

Thank you very much for your help.
I have updated the pic and I tried to take everything into consideration. I reworked the palette and tried to make the tail a bit more realistic without being yucky.
I am aware that it should not wave in the wind like this but this one is what I'd call a stylistic choice. I had made lines for a more realistic tail and all the people I asked preferred the waving one.

As always, any comment is welcome =)

I think the up/down motion of the torso is not subtle enough. In fact, you could probably do without it. There are also some frames where the cloth is in the same position as the previous frame, making it seem sort of choppy. If you're going to make an entirely new frame to move one piece of his costume, you might as well change the other parts slightly too, to make it look smooth.
Anyway, it looks really nice, and with a little polish it could be a very cool work.

At the frame right before the tail starts to go back down, there's a flash of blue cloth. I figure you meant it to be that way, but since it only exists in the last frame, it looks weird.

Fantastic sense of volume. The lighting is almost as good.
There are two issues I see:
* The tail extends and retracts (even on the newest version). I think this is a perspective error where the end should be more attenuated by the effect of perspective and therefore occupy slightly less horizontal space.and a little more vertical.
* The head cloth looks really weird like a helmet, cause everything else is moving, and it doesn't even seem to be folded in a way that matches the wind. A fold on the top of the head would help.
-
I think the tail looks kind of awkward.
Maybe pull it a bit down, or make it thinner, (or both) as it seems it is growing out of the middle of the back and looks oversized.
The rest is coming rather good, the folds look nice.

If hes supposed to be moving up and down due to breathing, make it more cylces of breating per one cycle of wind.
