Increase the contrast.
No need to dither.
Add some hilights to the...blue?

And most importantly, make it clear as to exactly what we're looking at. Give it a face or something.

I made a mouth and took off the dithering, but I still don't know what you mean about the contrast and highlights.

I think what he was trying to say is you could give it more depth by using a more contrasting color and dithering, or using more colors and shading that way to give the object more shape

Gave him a lightsource,
Increased the contrast,
gave him some hilights,
changed the outline color.
very subtle hue shift

Not the best edit, but it gets my point across.
