I am stuck, and all I know is the character does not look right!

before I can give you any critz on this, I need to know what you're going for first. Are you making a baby, or is it a chibi warrior, is it either female or male?

Oh, it's an RPG character, male, chibbi style, but only because of the oversized head :(

Well, it seems that the face is in another perspective than the body, you should  change the body to more topdownish.
