I'm have quite a bit of trouble on this.
Showing a bit of progress with the face:

I'm not only looking for some help on the face itself, but the palette as well.
Oh, and this is for a classic style rpg so try not to add too many more colors if you have to.  Feel free to edit in any possible way.

Is her head shaved on the right side?  :huh:
Normally hair that long would drop from both sides.

I think some cheek bone and jaw structure is needed.
Right now she looks really flat.

Easiest rule of thumb that I know for making colors "pop":

-- Make your shadows less saturated, darker, and tinted closer to blue.
-- Make your highlights lighter and more yellowish (or whatever light source color you've chosen =)

I find it specially useful on skin tones, doesn't seem to work so well for yellow hair and such things.

I did a bit of palette testing and thought this looked pretty good.  I started on the chest area (which is where ill stop) and im unsure if I have the right amount of chest in the right place.  This is a first on female anatomy but personally, it could look better.

Usually the lips are places under the nose O_o, that looked pretty wierd, anyway all i did was change the colours and fix the lips and nose.. I hope this might help, your hugeshifting was a bit to hardcore in my eyes.. Yellow to Blue doesnt really go. Atleast not that directly. It gotta change through red-purple-blue. The skin colours were really good, the purple was a bit to strong yet again. Anyway, the eyes should be fixed.. Im sorry i cant tell you how since im not really the best on anime eyes..

I just realized my sucked.. O_o, bleh.. sorry. I just took a shower and i gotta warmup a bit i might make a better edit later, this was after all made in some min.
