ok so I took some tutorials... and I feel I have gotten a little better... I still need some more work to do... but I need a program that's better then msPaint... I need to know some...

Please read what each section is for before posting.

There have been tons of threads about this, so maybe next time you should use the search bar before asking something.
Anyway, I personally recommend ProMotion, as it is what I use.
Some others use Photoshop, PaintShopPro, Graphics Gale, GIMP etc.
Just use what appeals the most to you.

ProMotion is just great, and it's very cheap, too.
