Title: help creating a color pallet

I'm am working on a project and i want the color pallet and art style to similar to risk of rain and hyper light drifter but ive never created i color pallet before and i don't know where to start.

Hey there. I saw your post and I came to give my advice so I hope it helps!
So you want a color palate similar to these games as well as a style?
I would suggest making observations first-hand.
What do you notice? what colors do you see? How would you describe it? The mood for the colors, as well as the style.
Things such, as that nature.

I see these posts pop up here every now and then. 

My only answer : Start!, GO DO IT RIGHT NOW!

Get your hands dirty, make something. Just words WON'T BE ENOUGH.
Put down some colors, do experiments, tests, anything.

And then people can help, point out where things can be changed, etc.

You start by starting. Your hands aren't chained! Make a blank canvas and start putting down things, study, refer, post for critique!

Remember, someone else cannot draw/experience things for you. You need to do them yourself to gain mileage and experience. We can only help so much and point you in the correct direction :)

Thanks you guys for the help I'll start working on a pallet and make something to show but it may be a few days because I don't have access to a computer atm
