Hey i would appreciate some CC on this piece it is not finished and i have no idea how to do that head of it i am so unaware of how to do

Are you going for something like the original statue (http://wirednewyork.com/images/city-guide/liberty/liberty.jpg)? Why not sketch the face out on paper first?
When you come across something you can't understand visually, break it down into pieces, figure it out. You'll learn much more from that exercise than if someone does an edit.
