So this character was semi inspired by Hiro Protagonist from "Snow Crash" by Neal Stephenson in that he's black, has dreads, and has a sword
This is also the first time I've tried making pixel art
I'm looking for any criticism, but especially on shading and animation

nice start u have here :y:
pls dont upscale the art just post 100% forum has scaling.
animation at a glance:
animation wise the front facing walk the feet should usually disappear or go dark under bent knees as they go back instead of that weird sideways shuffle motion u have.
running is pretty good but the up and down motion is too smooth. try varying to give a sense of weight and forceful pushing.
it helps if u post a ref for obscure characters as i have no idea who it is.
but i tried to imagine and make some improvements for u anyway...

also its a good idea to work and post against 50% grey background it makes it easier to edit than transparent and gives u good colour balance.

So I made some minor changes off your suggestion
I changed the hair so the dreads where thicker and made the outline not all black
also added some antialiasing to the shadow
also thinned out the sword

I don't really want to focus too much on the character this is based off of, but turn him into his own design

u haven't done much/anything with colours they're still pretty dank looking.
u want ur hero to stand out.
try placing him against some uncompressed screenshots of rpg's u like and you'll see what I mean.

So I tried lightening the colors a little
I also am using link to the past for a lot of references, so I have placed some versions against two different link to the past backgrounds
The sprites are in the order:
Previous post (no color change), Some lighter colors, some lighter colors with a lighter outline (based off of link)
and the second row is just link from the game

Personally I don't think the original is too bad with the background, but I also think the lighter version looks better in general
So do you think that I should go lighter?
also now that I'm seeing him next to link he seems too tall, but by himself doesn't seem too bad

decroded's edit is more about increasing contrast than just making it lighter. Heres some colors I sampled from yours and his
