Going for a simple approach, nothing too complicated.
Trying to spruce it up. Any help is welcomed.

That movement is weird for a ghost.
Imo would look better if there was minimal movement in the body and focus on the bottom having waving effects as it glides through the air.
something like that.

But, there's minimal movement already :/
Two frames forward, and two frames to revert back to standing.
Perhaps a longer gif will illustrate it more?

[EDIT:] Sorry, I misread. I'll attempt to restrict movement on the body...
but the waving effects will be hard to accomplish.
Will attempt anyhow though.

I thought that was a pretty funny statement for something that's an 100% abstract idea. It's not like there is any reference pictures to look at for how ghosts actually move!

Yes, the "teru teru bozu" (https://en.wikipedia.org/wiki/Teru_teru_bozu) came to mind for me as well.
I think it makes sense for the "head" to be the center of movement, and the "sheet" to follow along and flutter in the wind. Doesn't look too bad to me. I'm currently more weirded out by the outline being fat and blurry at the bottom, while at the top its thin and sharp. Keep the outlining style consistent!

I also attempted to create that flutter effect you're looking for, and make the head lead more so...
But it's hard to do so, I don't think it's within my ability. I tried anyways:

Well that looks alright.
A simple way is lets say the wavey line you normally have on the bottom, just let the curves flow from right to left.
This gives the effect of it being affected by the air as it glides along.
Its pretty easy make a smooth animation loop from that.

Trying that as we speak, but the bottom is too small to create ripples/waves/humps.
It just keeps coming out terrible.

I made this sprite some time ago for a game I'm working on, this is not the best ghost sprite but I thought maybe it might help since I like the motion on this one.

This is kinda harder than it looks.
Those reference images definitely helped, but I don't think it's something I can adapt.

Is that something that can be substituted than what was being sought for?
