Hey this is cool, that lanky dude has some long legs :lol:
Elbow on back arm can be more bent and can play with raising it, currently looks like it is just flopping behind.
Can use an extra frame after front arm is fully forward where his arm hooks into his body a little (close to chest) which should smooth animation out a bit too.
His hair looks like an undercut, which would have quite alot of bounce so let it flop up and down :y:
Turning head from side to side a little is good if you can work it out.

the head seems very small and round compared to the rest of the body, imho.
Beside that, you've got very nice animated shading on the clothes. Maybe you could lessen (lighten) the artline, especially those defining the arm against the torso.
I'll leave the animation to animation experts. I just got the feeling that this run cycle has room for more in-air frames.

He looks like some kind of animal, maybe a dog with the jaw and nose sticking out so much.
His head also seems to be sticking out too much from his shoulders.

Not sure whats going on in the idle animation, slow it down a bit and get that hand on the right moving too.
Running animation could use an extra frame when closes hand is fully extended, as it stops to come back.
It looks like its bouncing back at the moment so smooth it out and show some deceleration.

I have to start by saying this: I haven't done many animations so I'm certainly still a beginner in this area. However, I feel like what these 'actions' and 'poses' are lacking is some squashing-and-stretching and exaggeration of moves, to name two things.
Like I said I'm really not good enough in this area to try to explain (I'm afraid I may just confuse you) so I found an article that perhaps can do a better job than myself! http://www.digitalartsonline.co.uk/features/illustration/12-rules-of-animation/

At this size, the key imho is to reduce the features and to pay attention to the clusters so that you don't introduce mustaches or holes. He doesn't *need* the white of the eyes to be visible, for instance.
- the head should at least be half the size of the torso.

better. Another reference is hand's palm == self face (chin-to-eyebrows), so head = 2x palm

I think running animation lacks sort of "impact" if I'm correct, it looks like its running through the air without touching the ground, maybe I might be overanalyzing but I think it looks weak, like its pretending to run.

His head turning to the left looks really weird, it would be more balanced if he looked to the right as well. But I don't think that's a natural motion for anyone running, unless he's also searching/looking for something.

I think his left leg during the run sequence isn't quite right which gives him a "floaty" feel; it appears to always be bent. I'm not really an artist so take this with a grain of salt though.

People mention a lack of bounce and I agree. Needs more bounce, like in the first character you posted.
Like inazuma pointed out, the front leg should extend more during the leap.
Why use an odd number of frames? That's making things unnecessary hard on yourself.

You had so much bounce in your first version. What happened?
Try making it so when he steps off his foot he pushes up quickly to highest height, then holds for a frame then drops down just before he pushes off with the next foot. Then play around with smoothing that out a little but make the push off the foot the most sudden change.
Once you have this movement right, it should be easy to animate the air based on this bouncing movement.
The belt tail looks too stiff.
You could make it flow like in curves like waves instead so it looks like cloth.
Again, I think let the waves flow from the body movement for best effect.
Also slow down the idle animation. Even if he is breathing heavily from running alot, he would hyperventilate from breathing that fast :lol:
Again the belt tail sticks out strangely instead of hanging down.

I think the problem (or a problem) with the running animation might be that the legs need to extend more and the heels need to touch the ground. The heels are usually the first thing down but here is feels like he's running on his tiptoes.
The head turns towards the viewer but when the body rotates an equal amount in the other direction his head remains straight. Try turning his head to his right.
And I agree with Decroded, the transistion animation, and the Idle animation for that matter, need to me slowed down. At this point he's just breathing. Very subtle movements that serve as a way to give a bit of life to a otherwise static image.

there's a significant difference in the knee heights for the two legs ... that's fairly unusual.
