Alright.

Please ignore everything else, unless you spot glaring errors in anatomy or composition, other than the faces. I should have made this piece 500x330 but here I am with a 9x9 work space for these faces.
I am working with these refs:

I can make them look human, but to achieve a likeness... I have found my limit. I would like to surpass that limit, and portray a higher resolution. Is it not possible? Do I need more colors?

The woman/girl's face doesn't look very girly, she looks like she's got a flat nose stretching all the way to the right of her face (this may be because the girl in your reference pic is looking in a different direction than the one in your pixel art). She also reminds me of Mona Lisa for some reason. The guy's face is alright.
Though in general, I think the faces use too many colours for such a small size, it makes them look blurry (again, the girl in particular).

Less colors, definitely D:
Likeness at this resolution is pretty hard to do. You could try to convey likeness through hairdo's and if you can do some kind of expression typical of the people you're portraying then that might go a long way too. But yeah, upping the resolution may be the only way.

The shadows are treating the sun in the background as if it were only a few yards away. That sun is lighting up the whole side of the earth that they are on so the shadows should adopt less of perspective with a vanishing point immediately in the center of that ball as much as it should just go in one definite direction toward us.

I think the people's bodies are a bit small for their head sizes.
The girl looks like Natalie Portman to me ;D
