Whoa man! There's a lot of dithering going on there. Do you really need that much? Also, the hair just seems like a bunch of noise; not much actual shading. Quick edit to clean it up a bit...

...Sadly I didn't do much for the hair.

Yeah, I know there's a lot of dithering. Without dithering, I think the highlights are too strong on my face D: Should I just swap colors and remove the dithering?

Also about the hair, I believe I can make it better, the highlight color jumps way too far from the previous two colors D:

Yeah, definitely go with more/better colors instead of that much dithering.

Pure black makes everything flat, never use it.
The hair is inconsistent, it should follow the...ehm natural flow :-[ ...

Should I just swap colors and remove the dithering?

better colors = less noisy dithering....

that hair really does look tons better.
