Hey guys! I am new here. About a week ago i started learning pixel art and it is one of my best work i made. I post it because i want to improve fast with some tips.

For starters, your image link is busted! Try hosting it on imgur, or perhaps gyazo, whatever service you used doesn't seem hotlink-friendly!

Alrighty! Immediately I notice she has super long legs here, like an extra third longer than they should be proportional to her arms torso and head! The arms are also different lengths, eyeballing it the leftmost arm is too long and the right too short.
The way you shaded the hair also needs tweaking, go back over those curls to try and get that vague tube-shading gone. Try for a more ribbon look!

Half-assed edit, used some parts from other edits really quickly. Will finish later, got busy.

Really quickly though:

Use larger pixel clusters.

Check up on your anatomy.

Her height is fine, typical anime style lends itself to longer legs, this is fine.

Keep her hair to two colors if you are going to go that thin with the swirls, looks very messy as it is.

Calm down on trying to texture stuff. Usually no need at this resolution instead use shape, color, and large clusters to make details pop.

I have made the pigtails bigger and with less colors.

Do you see the eyes well? I don't know how to make them :C

This is very good for a beginner.  Good contrast in your colors.  Some good pixel clusters vs. single pixels.  And the shading isn't too bad either.  It seems like you have some art background.
It seems this is a stylized piece with the thinness and such, but the anatomy is what stands out the most as with everyone else it seems.  To me, the head is too small, the shoulders are too narrow and the arms are too short.

I made something more simplistic to learn the proportions quickly. I used DesingDoll to get some base idea of it.
