Random suggestions:
-- Make the belt curve around the penguin's fat belly, to give him more volume
-- On the feet and beak, you're basically wasting a color. The two shades of yellow look the same when it's zoomed out -- maybe try a darker yellow?
-- I know you're not done shading, but I'll crit it anyway :) The belly looks like it's shaded directly from the front, but the beak looks like it's shaded from the top, and the rest of the piece isn't shaded at all. Pick a lightsource and shade *dramatically*, with darker shadows and brighter highlights than you think you need ;) Contrast covers a multitude of sins! :lol:
-- You might try some less-saturated reds and yellows, to make the feet and clothes blend into the piece more
-- Bigger hook! :P
Overall I think the lines are cute and it's coming along nicely :D

Cute concept, but the execution needs work...
I agree the skull shouldn't be on the eye patch, maybe on his bandanna, or even imprinted on his belly (ie: carebears?) Also personally I'd make the penguin a lighter color so the eye patch stands out more (Maybe blue or purple?) either that or change the color of the eye patch itself. Oh and the hook on his hand... It's not hooking o.o;;

Forth - Ok, Well I got rid of the skull and made the sash (belt) round to match its penguin bellie :). Also, I made his hook more "hookish." I'll see what it looks like if make it a greyish-blue. Thx for the suggestions everyone.

I tried a ship background and I wasn't exactly sure what to put so I made it as if he was at the end of the boat. I'm open to suggestions. Its just a rough draft

Aww, the penguin is cute! ^_^
I really like the design and I find the work well done.
My only suggestion is to make the outline of the bandana and pegleg darker or black like everything else.
I look forward to seeing the shaded version.

Is it a top-view of him laying down on the boat?
I think the background is a nice touch, but it's a little unclear exactly what's going on.

Try getting the penguin's beak more in perspective
e.g.

The beak shouldn't be going down but rather facing towards the viewer. also try to add mote contrasts between your shades (the shades on the beak in particular)

fixed the beak and up the contrast of a couple things. I'm gona up the contrast of the beak and feet next version. I just realized theyre kinda dull looking... lol.
