Just shading from one side is the most difficult way to shade. It makes your art look fly-swatted and thus flat the way it is now. You don't have enough contrast between your lights and darks and therefore you can't produce decent 3d form this way.
Try hueshifting too -- your colors are very dull and uninteresting without mixing up the hues at least a little.

You need some contrasting colors. The whole character is nearly the same color.

Quick 4 color edit. Your version had 18 colors. Also your form is very hard to read. You need to work on shape, volume and shading.

You should try to add some more color, to make certain parts pop. Your character also seems a little small around the waist.
You could try moving the arms around to create a better silhouette.
A friend and I thought it would be awesome if he was a snake-charmer that could charm his own scarf in any given shape:

Hope this inspires you to create more pixel art, have fun!

I think you should continue working on the blue man piece. These magical girls will only get you so far, artistically speaking.

This looks a bit better but I don't think that you have problem with pixel art you have problem with drawing overall. I suggest that you practice drawing with pen and paper to loosen your hand and learn to draw shapes. You should use references (read few books if you want),draw as much as you can and try with pixel art again later. Progress will be obvious. I don't want to be harsh but I think that this will be most helpful solution. :)
