The lines need to be smoothed, there are quite a few unnecessary jumps of several pixels.
On the lighter part of his cap the dark blue could be used to ease the transition between outline and lighter blue.
The same could be done for the skin.

I would also recommend making the background transparent, or AA-ing the outline.

Looks pretty good so far. The outlines need smoothing as mentioned, and the AA borders on pillow shading in places (particularly in the hair).

I'll give you the benefit of the doubt and assume you're planning on throwing a face on there. If not, plan on throwing a face on there!  :P

As far as basic shapes and shading are concerned, I don't have any critiques to offer up - I'd just love to see it finished.

The hat makes no sense. Is it one of those knitted winter hats (I can't believe I forgot what they're called. Ski hats?) or is it a baseball cap? I have a little quick edit to show what you need to do to show which type of hat it is: (http://imagehost.ensellitis.com/imagesv2/5800619950editface.PNG)

I would say that Tube's going for more of a beanie look, in which if that's the case, the brim on the right should come down as shown with the blue line on MoD's edit.
One small thing bothers me, and it's the line at the top of the hat; the rest of the lines look ace, but at the top it goes from thinner than everything else to thicker than everything else....I'd try to smooth that out if I were you.
I guess there's really not much else to say.....yet.

I'm pretty sure it's a Jeep (correct me if I'm wrong), which is a beanie with a brim. I own a couple, and if that's what it is, it's well-drawn.
