I am not the best at running animations, and I was wondering if anyone else could critique this running animation.

It looks more like he's doing a dance, honestly. I'd start over again, try to look at some guides on google for walk cycles, this one's a mainstay.

Getting close! Arms move when we walk and run too, as it is this kind of just looks like an awkward shuffle.
Try to do study the guide more, you want two sets of up and down frames at minimum for basic walk cycles, you can do two sometimes but it winds up looking pretty awkward and stiff, earthbound and the original final fantasy are good examples of a two-frame cycle.

The arms looked off because you only did half a walk cycle. You colored your legs differently, see how it jumps after one cycle?
To get a full cycle just duplicate your frames and swap fore and background (basically)
Then you can have the full arm swing motion too

In terms of readability, i bumped up the brightness a bunch. yours does currently look like a black sprite with brown hands and face.
edit: woe is me. i actually derped and the arms swing same as the legs. flip that around, or it might look derped :P
