the part bugging me the most is the folds for the cape.

Still working on it? Its turning out prety well, its good you got the pose down before detailing. Seems more 'dynamic' that your last one. His < foot might be too small, but it could be too soon to tell. I like the pallete too, hope this gets finished ^_^

the right arm (our left, obviously) looks dislocated at the shoulder.
but dude, i'd kill for your shading skills. nice palette too.

I second the great shading, blending on the clothes, but, for me, the shoulder area could use a bit of adjusting, mostly the hunchback elephantitis shoulder.
Thanks for posting it as a work in progress, for my own work, I always lose the appeal that I like in the line-art/rough when I finsh 'er off(that's mainly what I'm working on myself-you know wonky anatomy, etc, etc)...

does putting his lower body back some fix the hunchbackyness at all?

in your edit his feet are touching the ground, mine is supposed to be in like midair action pose.
of course his feet on the floor would make more sense and your edit would help me with the lower body alot..., thanks for the edit.

i'm not really liking what Zach did to that.except maybe the feet.
the right shoulder (our left) still looks dislocated, maybe if you "lowered" his arm (not lowered as in move a few pixels down)?idk though.
