Every combination that is supposed to result in Byakko is giving you Suzaku instead.

You don't get this from a chest or a shop. To get that collar, you have to complete all five of Koromaru’s Linked Episodes. This is where people usually get stuck. Unlike Social Links, Linked Episodes are time-sensitive events where your teammates text you to hang out. If you ignore the dog, you ignore the tiger.
The biggest hurdle is the timeline. While Koromaru joins the team in August, his final Linked Episode isn't available until very late in the game—specifically January 5th.

Byakko is a Level 63 Persona of the Temperance Arcana. This means you need to be at least Level 63 yourself unless you’ve already progressed far enough in the Sun Social Link (Akinari Kamiki) to ignore the level gap.
Honestly, once you have the collar, the fusion itself is pretty straightforward. Here are a few reliable ways to make it happen:
- Cybele (Lovers) + Lachesis (Fortune): This is the most common recipe. It’s worth noting that you need to max out Yukari’s Social Link to unlock Cybele first.
- Nebiros (Hermit) + Trumpeter (Judgment): A solid alternative if you haven't been keeping up with the Lovers Arcana.
- Thor (Chariot) + White Rider (Death): Simple enough, though if you don't have the collar yet, this specific combo will almost always default to Suzaku.
If you have the DLC Personas installed, your fusion recipes might look a bit different. DLC Personas like Orpheus Picaro or Izanagi can shift the "rank" of the fusion result. If the recipes above aren't working, try using a fusion calculator and make sure you check the "Include DLC" box. Usually, the calculator will still tell you that Byakko is the result, but it won't work until that collar is in your inventory.

He also has a massive role in the endgame fusion economy. Byakko is a mandatory ingredient for the Special Fusion of Kohryu, the ultimate Hierophant Persona. Since Kohryu is one of the best healers and support units in the game, you literally cannot finish a "perfect" run without getting Byakko first.

Dealing with the Dark Weakness
Every Persona has a flaw. For Byakko, it’s a glaring weakness to Dark. In the final month of the game, many Shadows love to spam Mudoon or Die for Me!, which can lead to an instant "Game Over" if the protagonist has Byakko equipped.
Don't let him walk into Tartarus unprotected. You should aim to pass down a Null Dark or Repel Dark skill during the fusion process. If you can’t find a recipe that inherits it, you can always use a Skill Card. Covering that weakness turns Byakko from a glass cannon into a reliable tank that drains Ice and laughs at physical attacks.
