You’re gliding over the rainy, neon-soaked sprawl of Gotham in Batman: Arkham Knight, feeling like a total boss, until you realize your mission wheel is mocking you. "The Line of Duty." That side quest feels like it’s going to take forever, right? Honestly, tracking down every member of Station 17 is one of those tasks that sounds simple but turns into a massive headache once you hit the third island.

Founders Island firefighter locations are particularly obnoxious because the game basically stops holding your hand. While Bleake Island practically points you toward the guys in trouble, Founders Island expects you to be a detective. No markers. Just police scanner chatter and a lot of flying around in circles.

Why Founders Island is a Total Pain

Founders Island is basically a construction site from hell. Between the militia drones and the verticality of the skyscrapers, finding a small group of thugs holding a fireman hostage is like looking for a needle in a haystack—if the haystack was also trying to shoot you with a tank.

Most people get frustrated because they expect the "Intel" markers to pop up automatically. Kinda doesn't work that way. Sometimes Alfred or the GCPD choppers will give you a tip, but usually, you have to get within earshot of the thugs to trigger the "Local Surveillance" notification.

Firefighter Scott: The Lighthouse Predator

You’ll find this guy at the very north end of the island, way past the Trade House docks. It’s a classic predator scenario. There is a sniper perched on the lighthouse who will absolutely ruin your night if you just swoop in. Basically, you want to clear the surrounding armed thugs quietly. Or, you know, just smash them if you’re feeling aggressive, but take out that sniper first.

Firefighter Bliss: The Wayne International Balcony

This one is tucked away on a small balcony on the north side of the Wayne International Plaza. It’s a messy fight. You’ve got two Brutes and about eight other thugs. There's a weapon crate nearby, so do yourself a favor and use the Disruptor on it before you jump in. Otherwise, you’re dealing with bats and pipes being swung at your head while trying to dodge the big guys.

Firefighter Taylor: The Port Adams Tower

Taylor is smack in the middle of Port Adams, inside the central tower. This is south of Ryker Heights. The area is crawling with militia, but the verticality actually works in your favor here. Use the vantage points to pick them off or lure them away. Honestly, it’s one of the easier ones if you like playing the "scary shadow" version of Batman.

The One Everybody Misses: The Underground Rescue

Okay, let's talk about the one that actually makes people want to throw their controller. There is a firefighter trapped in Ryker Heights, but if you're looking on the rooftops or the main streets, you’ll never find him.

He’s underground.

To get to him, you need to find a manhole cover across the street from the building marked on your map. This leads you into a subterranean area where you actually need the Batmobile.

  1. Locate the manhole.
  2. Drop down into the tunnels.
  3. Use the Batmobile's winch to pull down a reinforced wall.
  4. Blast through the door to find the group of thugs holding him.

If you haven't progressed the story far enough to get the Batmobile onto Founders Island (specifically after lowering the bridges or using the drone hack), you literally cannot finish this mission. It’s a hard gate.

The Last Two Before the Chief

There’s a guy on a rail platform and another just south of the northern port. One of these encounters features a Jammer. If you turn on Detective Vision and see nothing but static, that’s your cue. You’ll have to find the guy with the jammer pack first to get your bearings back.

Once you’ve cleared all fifteen firefighters across the three islands, the location of Chief Underhill finally unlocks.

Final Count for Founders Island

Just to be clear, you are looking for five firefighters and then the Chief on this specific island.

  • Scott: North end, Trade House docks/Lighthouse.
  • Bliss: Wayne International Plaza balcony.
  • Taylor: Port Adams central tower.
  • Lozar: The northern port docks.
  • Wilson: The rail platform area.
  • The "Secret" One: Ryker Heights (underground via the manhole).

After you save the fifth one, Chief Underhill's location will pop up near the City Vision Construction site. It’s an armed encounter with about eleven thugs and a sentry gun. Use the Remote Hacking Device on the gun, or you’ll be Swiss cheese before you even land a punch.

How to Actually Rank Up Your Intel

If you're tired of flying aimlessly, there’s a little trick. Sometimes, if you quit to the main menu and reload your save, the game’s "Intel" system refreshes. Alfred might suddenly have a "new report" for you. Also, stay close to GCPD helicopters. Their chatter often reveals "unusual activity," which is code for "there’s a firefighter over there getting harassed."

Rescuing the crew doesn't just give you XP. It unlocks a pretty heavy narrative beat about what actually happened at Station 17 during the evacuation. It’s worth the trek.
