You've spent hours wandering the Mojave, dodging Cazadores, and trying to figure out if Benny’s suit is actually stylish or just hideous. Now, you’re finally at the finish line. For the Republic Part 2 is basically the "point of no return" for anyone wanting to see the New California Republic’s flag flying over Hoover Dam. It’s a massive, sprawling quest that forces you to play diplomat, assassin, and saboteur all at once.
Honestly, it’s one of the most stressful parts of Fallout: New Vegas. Not because the combat is impossible, but because the political stakes are high and the bugs—oh man, the bugs—are everywhere.
If you’re looking to wrap up the Mojave campaign for the Bear, you need to know exactly how to juggle the Great Khans, the Omertas, and that grumpy guy in the Hidden Valley bunker without breaking your save file.
Why Colonel Moore is Your New Best Friend (Sort Of)
The quest kicks off at Hoover Dam. You’ll be talking to Colonel Cassandra Moore. She’s... intense. Unlike Ambassador Crocker, who wanted to make friends and shake hands, Moore is a "shoot first, ask questions never" kind of officer. This quest is basically a checklist of every major faction you haven’t dealt with yet.
The weirdest thing? People always ask, "Where is Part 1?"
There isn't a quest explicitly named "Part 1" in your Pip-Boy. The game basically considers the work you did for Ambassador Crocker—dealing with the Boomers and the Kings—as the unofficial first half. Once you step into Moore’s office, the kid gloves are off.

Dealing with the Great Khans: The Red Rock Dilemma
First up, the Khans. Moore wants them gone. Period. But you have options, and honestly, the diplomatic route is way more rewarding. You’ll head to Red Rock Canyon to start the quest Oh My Papa.
- The Violent Way: You can just walk in and start blasting. If you kill Papa Khan and enough of his tribe (usually about 15 named NPCs), Moore will be happy. It’s fast, but you lose out on some of the best lore in the game.
- The Smart Way: Break the alliance between the Khans and Caesar’s Legion. You’ll need to find evidence that Caesar plans to enslave the Khans rather than partner with them. Look for the ledger in Karl’s room or the slave brochure.
- The Wyoming Ending: If you convince the Khans to leave the Mojave and "claim their own glory," they actually end up thriving in the Northwest. It’s widely considered the "best" ending for them.
Just a heads-up: if you already finished Oh My Papa before talking to Moore, the quest can get a bit wonky. Sometimes you have to talk to Regis to jumpstart the dialogue.
The Omertas and the Gomorrah Mess
Next, Moore sends you to the Strip. The Omertas are planning something nasty at the Gomorrah casino, and you need to shut it down. This triggers the quest How Little We Know.
This is where things usually fall apart for players. The Gomorrah is a maze, and the quest markers are notoriously unreliable. Basically, you need to find Cachino. He’s the key. You can pickpocket his journal or find it in his room, then use it to blackmail him into helping you take down the bosses, Big Sal and Nero.
If you’ve already cleared the Gomorrah before Moore asks, you might get a glitch where she won't acknowledge it. If that happens, usually talking to the receptionist or just waiting 24 in-game hours fixes the "hitch" in the script.

The Brotherhood of Steel: Peace or Plastic Explosives?
This is the big one. Moore wants the Brotherhood of Steel destroyed. No negotiation. No mercy.
But wait! You can actually forge a truce. This is the part most players miss because Moore doesn't even mention it as an option. To get the NCR-Brotherhood alliance, you MUST keep Elder McNamara in power. If you helped Hardin stage a coup earlier in the game, the truce is off the table. You’ll have to blow the bunker to hell.
To get the truce:
- Complete the Brotherhood quest Still in the Dark.
- Keep McNamara as Elder.
- Once the quest is done, talk to him about the NCR.
- He’ll agree to help at the Dam in exchange for their power armor back (eventually).
When you go back and tell Moore you made peace, she’s going to be pissed. You’ll lose some NCR reputation, but the quest will still progress. Honestly, having Brotherhood Paladins show up to help you at Hoover Dam is worth the verbal lashing from the Colonel.
Killing (or Saving) Mr. House
At some point, Moore is going to tell you that Robert House has to go. This is a non-negotiable step for the NCR path. You have to go to the Lucky 38, head into the penthouse, and use the terminal hidden behind the large screen.

You don't technically have to kill him. You can just disconnect him from the mainframe. It’s functionally the same thing—he’s effectively a vegetable at that point—but hey, if you’re playing a "no-kill" run, it counts.
Protecting the President
The final "major" act before the battle is You'll Know It When It Happens. President Kimball is coming to Hoover Dam, and there’s a Legion assassin in the crowd.
It’s a bit of a detective mission. You’ll want to check the vertibird for a bomb, keep an eye on the engineers, and watch the snipers on the towers. If you fail this, the NCR's morale tanks, and the ending slides are much bleaker.
Actionable Tips for a Smooth Run
- Save Often: I cannot stress this enough. Fallout: New Vegas is a masterpiece, but it’s held together by duct tape and prayers. Before you enter the Gomorrah or the Hidden Valley bunker, make a "hard" save.
- Speech is King: Having a Speech skill of 70-80 makes almost every stage of this quest easier. You can skip massive combat encounters just by talking people into submission.
- Check Your Rep: If you’re trying to get the Brotherhood truce, make sure you aren't "Villified" by the NCR. If your rep is too low, Moore might just skip the talking and start shooting.
Once you report back to Moore after the President’s visit, she’ll send you to General Oliver. That’s it. You’re locked in. The second battle for Hoover Dam begins, and the fate of the Mojave is sealed.
If you've followed these steps, you should have the strongest possible coalition of factions backing the Bear when the Legion comes knocking at the gates.
Now, go grab your service rifle and head to the intake towers. The Dam isn't going to defend itself.
