Check your map for the "Faneuil Hall" marker and head toward the water; you’ll find much better combat encounters and actually meaningful loot drops within a three-block radius of the Atlantic Offices. Save your game before you enter the district, clear the raiders, grab the copper from the phones, and move on to the Glowing Sea where the real challenges are.
